The Oregon Department of Human Services (ODHS) invites public comment on proposed Medicaid changes effective Jan. 1, 2026. These amendments will introduce an Agency with Choice (AwC) service option for in-home consumers and revise the rate methodology for Adult Foster Homes and Residential Care Facilities. These changes are based on House Bill 4129 (2024), which establishes the AwC service model and updates the rate calculation methodology from the 1980s. Full details are available on the APD website.
