Governor Tina Kotek issued Executive Order 25-09, which bans cell phone use by students during school hours. All of Oregon’s school districts have adopted this policy.
“Research tells us that constant cell phone use distracts from learning and can create mental health issues,” Governor Kotek stated. “For our students to thrive, we have to make every hour of class time as high-value as possible. Getting rid of distractions like cell phones is one way we can prioritize student success and transform our education system to get better results.”
The executive order aims to enhance student educational outcomes and mental well-being by prohibiting cell phone use in K-12 public schools throughout Oregon. The Governor’s team collaborated with the Oregon Department of Education to provide model policies and guidance to help districts effectively implement the order.
Before the executive order, educators noted that cell phones were disruptive, undermining students’ ability to focus. The ban comes as Oregon students work to recover academically from the pandemic, presenting a strategy to enhance engagement and learning.
The order sets a statewide standard while allowing local flexibility for school districts. Certain allowances exist for students who need cell phones for medical reasons or to support disabilities as per individualized education plans (IEPs).
