County builds task force for affordable housing

EUGENE — Lane County is establishing a seven-member task force to develop a new land-banking program to increase affordable housing. The program was created by the Lane County Board of Commissioners in 2025 as part of its effort to support affordable housing development.

“We desperately need housing in Lane County,” said Eric Mongan, Lane County housing production manager. “While Lane County Government doesn’t directly develop real estate, we can and should have a role in identifying buildable land that can be purchased and incentivized for housing development.”

The task force will prioritize goals, success measures, and reporting standards for the program, which will identify properties suitable for housing development, navigate the land use process, and sell shovel-ready properties to affordable housing developers. This initiative aims to reduce risks and delays for developers.

The program is funded with $2 million from the Oregon Video Lottery. Interested individuals are invited to submit letters by Feb. 9. The Board of County Commissioners will appoint five task force members in early March, with the County Administrator selecting the remaining two.
