Lane Transit District has filled two executive-level positions, following an intensive search, company officials said. LTD’s new chief financial officer is Pamela Strutz, and its new general counsel is Carmen Jackson-Brown.
Strutz brings over 45 years of expertise in finance and accounting to her role. Starting as LTD’s controller in 2020, Strutz then became LTD’s finance director in 2023. Prior to that, her professional experience included time at ShelterCare, Harrisburg School District 7J, Oregon Medical Group, and Willamette Family, Inc. Strutz is a certified public accountant.

Jackson-Brown has over 25 years of combined government and private law firm experience in public finance, land use, real estate, and contract law. She has served in senior leadership roles in municipal and county governments, most recently as senior assistant city attorney for the City and County of Denver. Jackson-Brown also worked as a senior associate in private practice, representing local government entities and advising public-sector clients.
