The Springfield City Council approved updated local and regional user fees for wastewater and stormwater services on May 5, set to take effect July 1. These annual adjustments promote regulatory compliance, system maintenance, and long-range capital plans.
Local wastewater fees will increase by 5%, stormwater fees by 3%, and MWMC regional wastewater fees by 5%, resulting in an estimated $3.52 monthly increase for the average Springfield residential customer.

The council also approved the FY 2025-26 Community Development Block Grant (CDBG) Annual Action Plan, allocating funds as follows: 15% to Lane County Human Services Division for local social services, 20% for grant administration and planning, and up to $400,000 for the City’s Home Repair Program. Additionally, the council authorized the City Manager to execute documents related to the HUD agreement and approved a $500,000 contract with DevNW for affordable housing in Springfield.
The council unanimously adopted the 2025 Eugene-Springfield Consolidated Plan, which guides the use of HUD funds over the next five years and focuses on housing access, economic opportunity, and supportive services.
During a joint public hearing with the Lane County Board of Commissioners, the council advanced an amendment to the Springfield Development Code to expand allowable uses in the Campus Industrial District.
The changes permit medical offices, clinics, and customer-serving services within designated business parks. Final adoption is scheduled for June 24.
