SPRINGFIELD — A cascading truss system failure occurred in the city-owned Carter Building across the street from City Hall. The structural failure impacted approximately 8,000 square feet of the 12,500 square-foot building. Independent engineering analysis conducted on behalf of the City’s insurer concluded that there is no cost-effective manner to repair the structure.
