Bobbie was born in Dallas, Texas to Robert and Dona Morris, the oldest of three children. She moved to Salem, Oregon when she was 12 years old. She graduated from North Salem High School in 1949. Bobbie married John W. Garner and had three children: Theresa (Alan) Scholz, John (Leigh) Garner, and Pamela Call.
