NOTICE IS HEREBY GIVEN, pursuant to ORS 294.401, that a public meeting of the Budget Committee of the Creswell School District, Lane County, Oregon, will be held virtually on the 20th day of May, 2026 at 6:00 pm to discuss the budget for the fiscal year July 1, 2026 to June 30, 2027. The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget. This is a public meeting where deliberations of the Budget Committee will take place. Any person may appear at the meeting and discuss proposed programs with the Budget Committee. The meeting will be held virtually.

PUBLIC HEARING NOTICE

SPRINGFIELD CITY COUNCIL

A CASE NUMBER:  811-26-000004-TYP4

APPLICANT:  TBG Community Planning on behalf of Lane County and PeaceHealth

NATURE OF THE APPLICATION: Proposal to annex two vacant parcels in northwest Springfield on the north side of International Way and located between properties addressed as 500 and 700 International Way.  The two parcels comprise approximately 17.99 acres and are currently remnant filbert orchards.  Annexation is requested to facilitate extension of public facilities and services for future development of a crisis stabilization center and a behavioral health hospital on the property. 

AUTHORIZED USES: The properties proposed for annexation are currently vacant and the entire annexation area is zoned for Campus Industrial (CI) use.  Upon annexation, the subject territory will no longer be subject to the development limitations in the Urbanizable Fringe (UF-10) Overlay District.  The annexed area will remain vacant until further development occurs. The Applicant has indicated the owners intend to develop the property with a Crisis Stabilization Center and Mental Health/Behavioral Health Hospital as defined in Section 60 of HB 2005 (2025), according to the requirements of that statute and any annexation agreement entered into between the City and owner(s).  Alternatively, the property may be developed with other uses that are reviewed and approved through a separate land use permitting process.

APPLICABLE CRITERIA: The City Council shall approve, modify or deny any annexation application based upon the following approval criteria: 

(A) The affected territory proposed to be annexed is within the City’s urban growth boundary and is:

(1) Contiguous to the city limits, or

(2) Separated from the City only by a public right of way or a stream, lake or other body of water;

(B) The proposed annexation is consistent with applicable policies in the Springfield Comprehensive Plan, Metro Plan and in any applicable refinement plans or Plan Districts;

(C) The proposed annexation will result in a boundary in which the minimum level of key urban facilities and services as defined in the Springfield Comprehensive Plan can be provided in an orderly efficient and timely manner; and

(D) Where applicable fiscal impacts to the City have been mitigated through an Annexation Agreement, development agreement per SDC 5.1.1200, a waiver of remonstrance, or other mechanism approved by the City Council (SDC 5.7.140).

SUBJECT PROPERTY LOCATION: Vacant parcels extending north from International Way and located between 500 and 700 International Way (Assessor’s Map 17-03-15-00, Tax Lot 5400; and Map 17-03-15-30, Tax Lot 400), Springfield.
