CITY OF CRESWELL PLANNING COMMISSION

NOTICE IS HEREBY GIVEN that the Creswell Planning Commission will conduct a public hearing in Creswell City Hall on Thursday, July 17th, 2025, at 5:00 p.m.; further, the Creswell City Council will conduct a public hearing in the same location on Monday, August 11th, 2025, at 6 p.m., to hear the following:

Case No. SR-2025-03, a site design review request initiated by GMA Architects, on behalf of the Creswell School District to construct a Career and Technical Education (CTE) Building on Tax Lot 100, Assessor’s Map 19-03-15-11. The applicant will construct a roughly 20,000 sq ft CTE Building on Tax Lot 100.  The property is zoned Public Facility/Government (X) by the Creswell Zoning Map. NOTICE OF CITY ELECTION & RECEIPT OF BALLOT TITLE

Notice is hereby given that on Tuesday, November 4, 2025, an election will be held within the City of Springfield, Oregon on the measure described herein. The election will be conducted by mail.

Notice is hereby given that a ballot title for said measure has been filed with the City Recorder as the City Elections Officer of the City of Springfield, Oregon on June 24, 2025.

An elector may file a petition for review of this ballot title in the Lane County Circuit Court not later than 5:00 p.m., July 15, 2025.

CAPTION: 5-YEAR FIRE AND LIFE SAFETY SERVICES 

LOCAL OPTION LEVY

QUESTION: 

Shall Springfield levy $0.53 per $1,000 assessed value for five years starting FY2026/27 to fund fire and life safety services? This measure may cause property taxes to increase more than three percent.

SUMMARY: 

Approval of this measure replaces Springfield’s expiring $0.38 local option levy, which ends June 30, 2026, with a $0.53 levy to fund fire and life safety services. The levy would maintain the current level of emergency medical, rescue and fire response, including staffing and operating of the City’s five fire engine crews. Each crew is staffed by fighter-paramedics who respond 24/7 to emergencies across Springfield.

Funds from this levy would support personnel, training, safety equipment, emergency dispatch, and other operational costs. The increased rate reflects inflation and the rising cost of maintaining these essential services.

If the measure fails, the City would lose funding for one of five engine crews. This would likely result in delayed emergency medical care, reduced capacity during peak call volumes, and fewer available units for medical and fire emergencies.

The levy is based on assessed (not market) property value. A typical Springfield home with an assessed value of $189,000 would pay approximately $100 per year. The levy would apply for five years, beginning in fiscal year 2026/27.

By fiscal year, the levy is estimated to raise:

2026/27: $3,170,561

2027/28: $3,249,766

2028/29: $3,327,770

2029/30: $3,403,963

2030/31: $3,477,627

PLEASANT HILL GOSHEN RURAL FIRE PROTECTION DISTRICT

NOTICE OF INTERSTATE COOPERATIVE PROCUREMENT

Pursuant to Oregon Revised Statutes 279A.220 and District Contracting Rule (District Rule) 137-046-0460, notice is hereby given that the Pleasant Hill Goshen Rural Fire Protection District intends to enter a contract with Pierce Manufacturing Inc. for the purchase of a Freightliner Type 1 Fire Engine for a total purchase price of $570,000.  The contract is based on the terms of an interstate cooperative procurement administered by Sourcewell, in accordance with ORS 279A.220.  The purpose of this notice is to provide information to the public and invite interested persons an opportunity to submit written comment.

Written comments and protests must be delivered to Pleasant Hill Goshen Rural Fire Protection District at the address below no later than 5 p.m. on Friday, July 11, 2025.  Written protests received after this deadline will not be considered.  Submittals should be addressed to Fire Chief Andrew Smith, Pleasant Hill Goshen Fire & Rescue Administrative Offices, 85880 1st Street, Eugene, OR 97405, and shall provide a detailed factual and legal basis for the comment/complaint and the relief requested.  The above-named staff member can be reached for questions or more information at (541) 747-3104.  Protests will be handled pursuant to District Rule 137-046-0460, 137-046-0470 and ORS 279A.225.
