PUBLIC HEARING NOTICE

NOTICE IS HEREBY GIVEN that the Pleasant Hill Rural Fire Protection District will hold a joint public hearing of its Board of Directors and its Local Contract Review Board regarding adoption of Public Contracting Rules on the 8th day of February, 2022, at 6:30 p.m. The meeting will be held at 85880 First Street, Eugene, Oregon. To attend the hearing virtually or for questions, contact Fire Chief Andrew Smith at [email protected]. The proposed Resolution opts the District out of the Attorney General Model Rules of Public Contracting and adopts alternative public contracting rules and exemptions.

The public hearing will be held for the purpose of taking comments on the District’s draft findings supporting the exemption of certain classes of special procurements and public improvement contracts from competitive bidding requirements.

REQUEST FOR PROPOSAL

Purpose: The City of Creswell is seeking proposals from qualified firms in the State of Oregon to perform Wetland Consulting services related to conservation, mitigation, and development. The products of the study will fulfill Statewide Land Use Goal 5 (Natural Resources), Goal 6 (Water Quality), and Goal 10 (Housing). Creswell will choose a consultant based on an evaluation of approach, experience in similar projects, and professional qualifications.

Problem Statement: Creswell has used a “Safe Harbor” approach to management of wetland resource areas; this approach has proven to be an insurmountable hurdle to residential development on vacant or partially vacant land zoned for residential use. This impacts roughly 20 wetlands over 15 parcels.

Final Deliverables: The Consultant will provide the Wetlands Plan, inclusive of the Environmental, Social, Economic, and Energy (ESEE) analysis, clear and objective categorization methodology, and policy language recommendations.
