NATURE OF THE APPLICATION: Type 3 Zoning Map Amendment.  Applicant proposes to amend the Springfield Zoning Map to change the zoning for the approximately 2.6-acre property from R-1 Residential to Neighborhood Commercial (NC).  The zone change is proposed to allow for a change of use and tenancy within the existing building from a church to medical offices and clinic.   

AUTHORIZED USES: In the Neighborhood Commercial district, a variety of localized commercial uses are allowable including but not limited to convenience stores, retail stores, offices, medical clinics, restaurants, and child care facilities.  The allowable uses are detailed in Section 3.2.320 of the Springfield Development Code (SDC).  A change of use from church to medical offices and clinic (or another listed use in the NC district) is subject to Site Plan Review (SDC 5.17.100). APPLICABLE CRITERIA: In reaching a decision on this action, the Springfield Planning Commission must adopt findings for the Zoning Map amendment that demonstrate conformance with the criteria of approval found in SDC 5.22.115. 

SUBJECT PROPERTY LOCATION: The subject property is the existing Northwood Christian Church site at 2425 Harvest Lane (Assessor’s Map 17-03-2433, Tax Lot 200).  The property is located at the northeast corner of the intersection of Hayden Bridge Road and Harvest Lane in north Springfield.
