Schuck, Osborn take oaths; Creswell committees set

CRESWELL – Everyone has a role to serve at the City, and at Monday’s council meeting, the first one in the new year, mayor Dave Stram appointed councilors, a council president, and announced committee roles and charges, setting up the council for a productive year. 

Tammy Schuck and Normajean Osborn took to the dais after swearing to perform their council duties “openly, honestly and civilly,” in the best interest of their citizens, and council president Kevin Prociw was again unanimously appointed to assist the mayor as council president for another year. 

The events of July 4, 2021 will be debriefed at a Town Hall meeting, which will be held no later than March 15, after a resolution was passed to create an ad hoc committee in charge. Councilors Alonzo Costilla, Shelly Clark and Prociw have been appointed to the committee, and are expected to provide a date for the meeting at either the January or February work session meeting. 

Mayor Stram also announced the appointments for council committees, including: 

Administration & Finance: Councilors Costilla, Misty Inman and Prociw were appointed to the committee, with Costilla serving as chair. Charges include conducting the annual performance evaluations for the city manager, municipal judge and city attorney, with a possible future charge of working with staff to update the City’s website. 

Transportation and Public Works: Councilors Prociw, Clark and Schuck were appointed to the committee, with Prociw serving as chair. Charges include reviewing water rates and making a recommendation at the February work session. A charge also includes serving on the ad-hoc Roads Committee. The timeline for the Roads Committee will be given at the March council meeting. 

Public Safety: Councilors Inman, Osborn and Schuck were appointed, with Inman serving as chair. The committee has been charged with planning and participating in the National Night Out event, with a possible future charge of reviewing police staffing levels. 

Water Rate Advisory Committee: Appointees include councilors Prociw, Clark, Schuck, and residents Steve Carmichael, Robert Jackson and Chelsea Pisani. Charged with reviewing water rates and recommending a rate to the city council for 2022-23. This recommendation will be included in budget preparation and presented to the City Budget Committee in May. A public hearing on water and sewer rate recommendations will be held prior to the adoption of the 2022-23 budget.  

Airport Commission: Appointees include councilor Costilla; Mike Anderson and Patrick Dodson, at large; and Jim Orghosso and Sidney “Sid” Voorhees, airport users. The committee is charged with reviewing the “Airport Vision 2017” document, preparing an annual report to the council outlining accomplishments of 2021 and the work plan for 2022. 

Parks & Trees Advisory Board: Appointees include councilor Osborn; residents Jason Byrn, Brent Murphy, Scott Guynn, Bonita Samuels; and Reilly Newman, at large. Charged with reporting on work accomplished with mapping and developing walking trails that connect City parks and amenities at the February work session, as well as planning the Arbor Day celebration. 

Planning Commission: Appointees include residents Seth Clark, Ed Gunderson, Susan Bennett, Patrick Gering; Jessica Landstra and David Christopher, at large. There is one vacant seat for a resident. 

Budget Committee: Appointees include mayor Stram, councilors Prociw, Inman, Clark, Costilla, Osborn and Schuck; residents Phillip Smith, Christina Coursey, Robert Jackson, Staci Holt, Shaymond Michelson, Clark Kent and Douglas Orton. Charged with reviewing and approving the budget for 2022-23, which will be adopted at the June 13 meeting.
